This is nonsense, the Swedes will destroy their own economy based on stupidity. Hopefully they're not taxing their own for output in china, india and russia.
The real way for government to promote the green movement and "stimulate" alternative fuel sources into the economy would be through higher tax deductions for purchases of vehicles that run on alternative and property tax abatements for entrepeneurs who open service stations for alternative sources (Electric and hydrogen recharging stations are examples). To foster growth and help make a transition to another technology - you need to find ways to make it affordable and beneficial from both the consumer and infrastructure sides. This is where government can be key.
